Rashford is their top choice, but financial constraints might make the Arsenal star a more attainable target.

Despite a strong season under new boss Hansi Flick—winning both La Liga and the Copa del Rey—Barcelona remain in the grip of economic limitations. The club is awaiting La Liga’s approval to operate under the 1:1 spending rule, which would allow them to reinvest transfer earnings more freely.
